National Action Plan on Integration

On 13 July 2018, the Government Council approved the new National action plan on integration and entrusted the Minister of Family Affairs, Integration and the Greater Region with its implementation.

The National action plan was drafted by the Interministerial Committee on Integration under the coordination of the Luxembourg Reception and Integration Agency (“Office luxembourgeois de l’accueil et de l’intégration”, OLAI), as mandated by the Law of 16 December 2008 on the reception and integration of foreigners in the Grand Duchy of Luxembourg. It takes into account the suggestions and recommendations made by the stakeholders consulted during the preparatory phase: OLAI’s institutional partners, local actors and civil society. The new National action plan on integration is built on the principles of participation and adaptability in order to best reflect the real needs in the field of integration.

The National action plan on integration provides a strategic and sustainable framework that is not limited in time. Thus, it will remain revisable and adaptable over the years. It is based on two main fields of action. On the one hand, it covers the reception and social support of applicants for international protection, and on the other hand, it tackles the integration of all non-Luxembourgers residing in the Grand-Duchy. It also includes three transversal issues: access to information and interaction, quality of services as well as international and national cooperation and coordination.

The National action plan on integration will be implemented by all the partners concerned, institutional as well as from civil society, through a call for proposals, pilot projects and through the development and optimisation of the already existing integration programmes, namely the Welcome and Integration Contract (“Contrat d’accueil et d’intégration”, CAI) and the Guided Integration Trail (“Parcours d’intégration accompagné”, PIA).
