Nous, membres du Conseil national pour étrangers (CNE), nommés ou élus par plusieurs associations étrangères, sommes honorés d’accepter le mandat d’organe consultatif auprès du gouvernement luxembourgeois sur les questions liées aux étrangers et à l’intégration (cf. Loi du 16 décembre 2008 concernant l'accueil et l'intégration des étrangers au Grand-Duché de Luxembourg). En tant qu’habitants de ce beau pays, nous avons conscience de notre privilège de pouvoir vivre, travailler et élever nos enfants dans un environnement si accueillant.

Nous constatons que la communauté internationale du Luxembourg ne cesse d’apporter de la valeur ajoutée à ce pays en contribuant de manière substantielle à son développement économique et à sa prospérité, alimentant tous les corps de métiers, des travailleurs manuels jusqu’aux professionnels hautement qualifiés de la finance et des autres secteurs de l’économie. S’ils occupent des postes insuffisamment pourvus par la main d’œuvre locale, ils comptent également parmi eux de nouveaux entrepreneurs dont les entreprises, soumises à l’impôt et créatrices d’emplois, profitent à tous les habitants du Luxembourg. N’oublions pas que la communauté internationale contribue également à la richesse culturelle du pays : leurs langues, leurs traditions culinaires et musicales sont autant de sources de partage accessibles à tous. La communauté internationale est vitale pour le Luxembourg – et réciproquement.

Ainsi, en tant qu’actrice socio-économique au Luxembourg, la communauté internationale démontre sa capacité à travailler pour réussir. Lui garantir un accès égalitaire à l’emploi, aux soins, à l’éducation et à une vie paisible, en famille, avec leurs amis et voisins quelle que soit leur nationalité ou leur culture d’origine est une nécessité.

D’autre part, nous, membres du CNE en droite ligne avec notre mission, avons la conviction qu’il est essentiel d’impliquer la communauté internationale du Luxembourg dans le processus démocratique ainsi que dans les prises de décisions politiques à tous les niveaux institutionnels.

Nous sommes conscients du défi que représente une intégration optimale : bien que la diversité soit clairement l’atout majeur du Grand-Duché de Luxembourg, le multilinguisme et le multiculturalisme rendent également ce défi particulièrement complexe à relever (l’éducation des jeunes, la formation tout au long de la vie, l’intégration des communautés d’origines diverses et variées, entre elles, mais aussi dans la population locale, etc.).

Nous, membres du CNE, encourageons tous les habitants du Luxembourg à se joindre aux efforts vers une intégration complète et à avancer en solidarité. Nous nous engageons à favoriser une meilleure communication et une collaboration active, notamment en prenant soin d’interagir dans les principales langues qui font la richesse du paysage linguistique luxembourgeois.

Nous défendons le principe de diversité : selon nous, la diversité est richesse car les contributions de chacun et chacune augmentent les bénéfices de tous.

Nous faisons ici la promesse de rencontrer et de coopérer, lorsque ce sera possible, avec les associations, les commissions locales et nationales, les institutions, les ministères et tout autre partenaire que nous jugerons à même de nous soutenir sur lesquestions de régulations et de lois en matière d’intégration qui nous seront présentées, mais également sur tout sujet ayant rapport au « vivre ensemble » dans ce pays.

Nous invitons tous les habitants du Grand-Duché de Luxembourg à nous rejoindre dans cette aventure commune : faire face ensemble, assumer nos responsabilités ensemble, c’est la garantie d’un avenir meilleur dans l’intérêt de chacun et des générations futures.

We, the National Council for Foreigners (CNE) either elected by various foreigner associations or nominated, accept with privilege our mandate to act as an advisory body to the Luxembourg Government in the interests of issues relating to foreigners and integration (stated in the Loi du 16 décembre 2008 concernant l'accueil et l'intégration des étrangers au Grand-Duché de Luxembourg). As inhabitants of this beautiful country we consider it a great privilege to be able to live, work and raise our families in such a hospitable environment.

We also recognise that the international community in Luxembourg has added and continues to add great value to this economy. This community makes a substantial contribution to the economic well being and prosperity of Luxembourg by performing the full range of occupations from manual labourers to highly skilled professionals working in the financial and other sectors of the economy. They perform jobs which insufficient numbers of local inhabitants are appropriately qualified or interested in doing. They also count among their numbers, entrepreneurs who create and run new companies, who generate additional tax revenue and employment benefiting all of the inhabitants of Luxembourg. Additionally, through their music, food, culture and language, they add richness and extra cultural dimensions for all Luxembourg inhabitants to enjoy. The international community is as vital to Luxembourg as Luxembourg is vital to the international community.

As important contributors to Luxembourg’s economy and society, the international community desires the opportunity to be able to work hard and be successful, have equal and fair access to employment, housing, schools and medical care and the possibility to live their lives peacefully with family, friends and good neighbours of all cultures and nationalities.

On the other hand, we the members of the CNE in line with our mandate believe that the international community in Luxemburg should be encouraged and should be able to get more involved within the democratic processes of political decision-making at different levels of the country.

Yet, we acknowledge that it is challenging to achieve an optimal degree of integration. While it is accepted that diversity is a tremendous asset for the Grand Duchy of Luxembourg, multilingualism and multiculturalism also make integration a complex challenge for the country. Challenges are for instance, education of the young and across the whole lifespan, the integration of the many and diverse foreign communities and also sustainable and meaningful contacts with the local population.

We, the members of the CNE, ask and support all the inhabitants of Luxembourg, to undertake to make greater effort to more fully integrate and join in solidarity with each other. We pledge to foster together better communication and more involvement and joint activity, including greater efforts to interact with careful awareness in the main languages used within the linguistic landscape of Luxembourg.

We also fully plead for the concept of diversity as enrichment wherein the contributions of all and the richness of each ensures greatest benefits for each and all.

Moreover, we commit to get in touch, to discuss and where possible to cooperate with associations, local and national commissions, institutions, Ministries and any other partner or stake holder that we should consider useful in order to express our opinion about regulations, draft laws or laws, not only in respect to integration but also in any other matter we should deem of interest for the living together within the country.

We invite all the inhabitants of the Grand Duchy of Luxembourg to partner together with us on this journey. Facing the challenges and carrying the responsibility together, for a better future in the interest of each and every one and for the future generations to come can be achieved.
